President-elect Donald J. Trump on Tuesday criticized House Republicans for their surprise move to gut an independent congressional ethics office on the eve of a new legislative session.

Chief Justice John G. Roberts Jr. noted in his annual report that federal trial judges typically have 500 cases on their docket each year. The Supreme Court issued 62 decisions in its last term.

The congress has been stubborn.
A 12.5% vacancy rate for partisan reasons is intolerable.
