A new interpretation of a New York State law on where the offenders can live means that homeless shelters within 1,000 feet of a school are off limits.

The law is at fault and must change.
These offenders have finished their sentences.
They must be released.  
If they are paroled the court has some control over their housing.
If they are released on completion of sentence the court has no control.
Cruel and unusual punishment is forbidden.
I am not sure how to justify a public record of conviction.

I would not welcome this fight.
