I find the article opaque.
Any thinking looks to be being done behind a security curtain at the intelligence services.
The subject is probably "hiding the evidence".
Microsoft code is intentionally insecure.  The marketing world likes it.
Microsoft has a monopoly on browser security.  
If we use a browser we are insecure.
