He is sure there are laws being broken.  The police have not presented the malefactors. He has subpoenaed records to search for law breakers.
American law tries to avoid this practice.
The judge has allowed it in this case with limits.

Who Are Women’s Colleges For?

Applications from transgender students and a Title IX ruling are forcing women’s colleges to reconsider admissions.

Title nine does not appear to be a problem For these schools.
The schools appear to exist to educate those who do not wish to deal with male fellow students.  
The schools do employ male instructors. 
A way to deal with transgender persons would be to interview them in person.  
It is the quality of their interpersonal relationships that is in question.
This is more to the point than physical shape.
Test the potential admits and see if they will fit in the desired environment.
