Bad / evil or Insane
In our civilization socially unacceptable actions are corrected.
How and by whom and what those acts are is constantly debated.
Police reports have no direct place in the justice system.
There is an arrest and a summons or a booking.
There is a complaint or a discovery which lead to investigations, warrants and grand juries.
There is riot control which is not well handled.
There are psychiatric behaviors which are handled as crime.
We should have another way to deal with the psychotic. We do not.
