The column appears to be brick.  From the date it is probably lime mortared.  Lime mortar is vulnerable to carbonic acid attack. Sulfuric acid would take the calcium carbonate to gypsum. Sulfuric acid has become much less prevalent in recent years with the absence of high sulfur coal.
At a guess the column developed a water leak in the last decade.
Careful inspection and reconstruction will save the building.

If the merchants worried about parking would provide bike racks it would solve their traffic problem.  Keep them clear of long term parkers, rent locks and check packages they could become meccas.  If they provided chairs and internet wifi  they would always have a group.
Converting rail rights of way to bike ways is very poor policy.  Rail and light rail can be centrally powered electrically.  Light rail easily replaces bus service if separate rights of way can be provided.  Electrified rail runs as fast as two hundred mph.  It replaces air service at distances of a few hundred miles.
