Critics are wrong to insist that New York’s police stop-and-frisk program is racially biased.

It is racially biased at the strategic level. I should say culturally biased.

Foot patrol would be my choice of methods of crime prevention. Eyes on the street

with backup on call in ready rooms. Cheaper than cars.
