Dr. David Shulkin appears to hold the thought that there are deserving
and undeserving people.  Holding with such a conceptual framework he is an effective chief at the V.A. health care system.

For the federal health care system the entire population must be considered to be deserving. 
The Republican party does not hold the population as deserving.
