It is essential that tough constraints be placed on Arctic drilling and that steps be taken to reduce tensions in the region.

The arctic will be drilled for oil and gas.
Most of the drilling can be delayed a few years.
Setting a world price on carbon will be impossible until there are several feet of rise in sea level.  At that point we will be committed to several meters of rise.
