Ian Welsh is properly concerned about water.
His preparations are minimal.
Cisterns are traditional in much of the world for soft water and for siege conditions.
Even Byzantium does not store enough for agriculture.
Mosquito control is the reason cisterns are regulated.
I have heard that the Colorado basin is paranoid about water rights.
Bangladesh has arsenic in the ground water.  So does the imperial valley of California.
