If the president invokes emergency powers to build a wall, it could be a mutually face-saving way to reopen the government, but also a violation of constitutional norms.

There is no causal relationship between Trump's refusal to fund "normal" government operation and The Houses refusal to construct an unnecessary barrier on the southern border.
