Better waste control is absolutely necessary.
I agree that the place to start is at the source.
Almost all plastic is fossil carbon.
A stiff tax on fossil carbon as it comes out of the ground is necessary.
Such a tax will raise the value of plastic waste and the price of virgin plastic.
Much less will end in the oceans.
