An interesting approach.
An internal mask.
It will have the same problems as masks have.
There will be no time to distribute and apply it in front of a propagating

Bloomberg Plans a $50 Million Challenge to the N.R.A.

Michael R. Bloomberg, the former mayor of New York City, said that gun control advocates had to learn from the National Rifle Association and punish those politicians who fail to support their agenda.
Gun Control; Law and Legislation

"Previous efforts by Mr. Bloomberg to push gun control have touched off tensions with national Democratic leaders, because he has run negative ads against incumbent Democrats whom he views as insufficiently supportive of gun control. The Democratic leaders argue that Mr. Bloomberg threatens to hand control of the Senate to Republicans, which they say would doom any hope of passing gun control legislation."

It is an awful risk.

Echoes of the Superpredator

Many states continue to punish juveniles as harshly as they can despite evidence that doing so actually increases recidivism.
Juvenile Delinquency; Mandatory Sentencing; Sentences (Criminal); States (US); Probation and Parole; Editorials

"In a 2012 case, Miller v. Alabama, the court ruled that juveniles may not receive a mandatory sentence of life without parole, because it prevents judges from considering the “hallmark features” of youth — including “immaturity, impetuosity, and failure to appreciate risks and consequences.” Recognizing that younger offenders have a greater capacity for change, the court required that judges give them “individualized” sentencing decisions and, except in extremely rare cases, a “meaningful opportunity” for release “based on demonstrated maturity and rehabilitation.”"
