Outsider’s Election Gives Portuguese a Ray of Optimism

With his election victory in Porto, Portugal, Rui Moreira became the first mayor of a major city to be elected without having been affiliated with an established political party.
Politics and Government

" Mr. Moreira said his country needed an austerity program to clean up public finances, “but what has happened in Portugal has been an overdose.” Recent spending cuts and tax increases, he said, “were made blindly rather than properly targeted,” for instance lowering salaries of all civil servants rather than only of those working in particularly inefficient sectors. "

Rui Moreira is a populist.  He is chasing down a viscous spiral.  He will arrive at disaster at about the same time as the others.

The effective policy:
1) Exit the Euro.
2) Employ the poor with fiat currency.
3) Protect domestic industry so money stays within the national boundaries.
4) Export as much as possible to pay for goods not available in the domestic economy.
5) When the currency is solid and the population is working tax the rich to pay down old debt.

This is not a warranted statement: "The longer it has been since two species diverged from a common ancestor, the more time each lineage has had to accumulate mutations. Young species have relatively few mutations."
There may not be a reference to compare the number of mutations since speciation.  Mutations before speciation are preserved in the new species.
