Short answer: Yes.
The tar sands produce heavy sour oil.  Converting it from solid mineral to salable products is expensive in heat, plant and sulfur.  Venezuelan oil is similar but a bit lighter.  Both oils should sit until the world is more carbon hungry.  Fossil carbon use must be reduced to near zero.
