The situation in international law is unclear to me.
Sovereign states are not subject to foreign civil law.
I cannot imagine how pirates could be required to pay monetary damages.
Recognition as a sovereign state could well be worth the money.

The officers in the new unit will address quality-of-life concerns amid rising complaints over the costumed characters and topless women in the area’s pedestrian plazas.

These activities are constitutionally protected.
The city can zone them elsewhere and so destroy Times Square.
