The supply is more limited than it has been.
All natural fresh water is committed in California.
In order for the portion committed to any use to increase other uses must be reduced.
Our society usually does such adjustments by increasing the price of water for all users of a supply.
Those who can reduce their costs by using less will do so.
Those who cannot use less must pay.
The price of using water will rise.
More use in any area will raise the price for all codependent users further.
More interconnection will even the price rises between supplies.

A suggestion to remove the college financial aid form called Fafsa led to a discussion that touched on empathy, coddling and fraud.The purpose of college is the production of an educated elite.
The easiest way to produce such is to educate the children of the existing elite.
Efforts to educate other children are considered by the self selected elite attempts to dilute their status. The parents of those other children agree with the effort to broaden the elite.
College attendance will continue to be limited.
The FAFSA is just one of the hurdles.
