Graham Allison is a crazy.  
The article assumes facts not in evidence.  I would give it more consideration if there were some evidence that this bomb was a uranium bomb.  Natural uranium is diffuse. Rarely are there ores with more than a few tenths of a percent uranium.  Natural uranium is mostly very stable U238.  Bomb grade U235 means great piles of tailings. These would show from the air. The ore releases radon in quantity in the processing.  Air samples would show the buildup.  
These things have not been reported.

Our problems with elementary and secondary education are real.  We will have to deal with them.  The distribution of intelligence in the human population is very even.  The distribution of subsidies for post graduate education is not.  
The US was founded and structured by believers in education.  The faithful have made some headway in destroying that tradition.  If the faithful triumph the world will have to deal with the consequences.
