The girls and women must be supported before they intersect with the justice system.

The high infection rate seems to be due to two interlinked results of mass incarceration.
Prison sex seeds the male population with H.I.V.  The rate does not need to be high.
The reduced group of available males forces competition among women for partners
resulting in multiple partners.  Some of the partners have H.I.V.  All later partners are at risk.

We can and should know.
Sooner is better.  As soon as you can is best.
