An analysis of animals from more than 1,500 locations worldwide found that the number of predators do not increase as rapidly as the number of prey does.

"The differences between the two populations are formulaic and predictable."
This sentence contradicts the opening  paragraph.
"Predators may depend on prey for food, but an increase in the number of prey animals does not bring a proportional increase in the number of predators, a new study has found."

Dr.Hatton has found that predators reproduce more slowly than prey.

The question of education policy becomes how to distribute public educational resources over the public education population.
There are legal constraints on the composition of the public education population.
Private education must be paid for with other resources.
All parental choice is between public and private education.
All systems that distribute public moneys to private education appear to be unconstitutional.
