Interstate commerce is not controlled.
Homeless people anywhere in the country can and do gravitate to the best support they can find.
Better support means more people to support.
There is no skid row in the city.
The mayor would be recalled if he were seen to manufacture one.

I would rather see the tissues used than composted or burned.
