Backup alarms are required these days. 
Pedestrians are not required to make noise.  I seem to remember that taps on shoes were forbidden.  I think a horn is enough. We could tie the lights to the horn.  Bicycles are discouraged on the sidewalk because the frighten other users.

It takes the efforts of at least two people to raise children.

I am not sure how that breaks down on a per child basis.
If there is only one parent additional efforts must be supplied.
Our society does not supply sufficient efforts to make up for those of an absent parent.
