Storm Water, Long a Nuisance, May Be a Parched California’s Salvation

For nearly a century, since deadly floods in 1938, engineers have sought ways to flush water out of Los Angeles. Now, officials want to capture it.

“Something that was once viewed as a nuisance is now seen as a necessity,” said Eric M. Garcetti, the mayor of Los Angeles. “We haven’t done enough.”
Mr. Garcetti invoked the legacy of William Mulholland, the city engineer who oversaw the construction of the Los Angeles Aqueduct, as he outlined policy intended to press Los Angeles to increase the amount of storm water captured, to 50 billion gallons by 2035 from 8.8 billion gallons now. “This is a Mulholland moment,” he said in an interview. “I intend to re-engineer the water system again to keep water here.”"

I wish Los Angeles success in their water capture efforts.
I do not expect they will have it.
The cost of water is as high as it can go.
The price of water must rise to meet that cost.

Michigan: Search Is On for Flint’s Lead Water Pipes

Newly hired outside engineers have been given a month to find Flint’s underground lead water pipes, Gov. Rick Snyder of Michigan said Wednesday.

It looks as though construction older than 1990 is likely to have a lead service line.
Confirmation by a spectrometer test of the water at the meter is sufficient.  Visual inspection of the exposed end of the service line at the meter will require no equipment or excavation. 
A man should be able to inspect 80 homes a day.

A Gas Leak Is Capped, but Neighbors Are Wary

Residents of the Porter Hill community in Los Angeles say they worry that health problems will continue from the natural gas leak that was discovered in October.

The residents of Porter Ranch should have asked about the
geology and subsurface use of the area before they bought their property.  The developer certainly asked why the area was late in developing before investing in new construction.
Probably the city of Los Angeles should have insisted on remediation of the gas operation before permitting development.  The city did not.  The risks of leaks to the residents devolve to the residents and the gas company.
The suits will be interesting to watch.

Court Delays Officers’ Trials in Freddie Gray Case

Maryland’s highest court has postponed trials of Baltimore police officers charged in death of Freddie Gray, to consider whether one officer can be compelled to testify against the others.

William G. Porter cannot be compelled to testify without a grant of immunity.  He is not convicted.  His testimony would incriminate himself.

The Baltimore prosecutors must convict William G. Porter before they can compel his testimony in the trials of his associates.
