Charities deliver services in general.
Foundations are trust funds that deliver grants.
The difference approximates a manufacturer and a bank.
Foundations are charitable in not expecting a return on their grants.
Foundation grants are not necessarily needs based. 
Charities are required to be needs based.
Both charities and foundations are necessary as society is organized.
Let us not confuse them in the tax code.
