Building for the Next Big Storm

Rather than a big fix, like giant storm gates, flood-proofing solutions being tried out in New York are more widespread and humbler, like stone revetments and solar-powered streetlights.

If sea level rises twenty feet the water will not retreat.
The city would be different if it survived at all.  
Planning  for such an event is unnecessary or impossible.

Another monster storm is possible.
Hardening the infrastructure is a good idea.
Changes in the building code are another.
Getting development off the beaches is necessary.
Let flood insurance deal with shoreline development.
Require it and do not subsidize it.
The city must deal with a chronic rather than an emergency situation.
