About the best we can do is a twenty one day quarantine on travelers from infected areas. Hospital preparedness is necessary though no special caution is required in areas with West African populations.
They are no more vulnerable than the rest of the population.

In the last financial crisis the Fed found itself unprepared.
Preparation for the next crisis is part of the function of this institution.
In the housing bubble collapse an amplifier was the lenders ability to game the bond rating houses rating procedure. Preventing such gaming seems a reasonable precaution.
The Federal Reserve Bank has only the powers granted it in law.
Other financial organizations are responsible to know and obey the law.
Emergency powers are to be exercised in an emergency.
We can know what they are.
The fed has the responsibility to know their limits.
The other "banks" do not want to find out.

China is "riding the tiger". I do not want the government to fail in the effort.
I do wish for more respectful off shore policies.
We are all foreigners to each other.
Trade policies including sanctions are the only weapons we are willing to use.

has occurred in China. Other research shows income inequality is severe.

I believe the court has given due consideration to the objections thus far.
Detailed surveying and planning must take place before easements can be acquired and environmental studies can be performed.
The Funding is sufficient to carry the work forward.
