Cooperation to make farming more efficient and to reduce waste has occurred in the past, and it can happen again.

A desalinization plant is a wonderful target.

As I read this Israel has exacerbated the general water shortage.

Theft and over pumping of aquifers has that effect.

Israel is not a hero in this tale of disaster.
