Local defense groups look better than the drug cartels now, but they could turn out to be just one more illegal army.

The self defense forces or vigilantes could easilly develop as they did in Columbia.  

It does not have to happen.  If the money went away they and the other bandits would fold up.  If the Government were to recruit and train them

They could be a local militia working under command and control with central government support.

The requirement to be self supporting is the road to chaos.

Apple Says Supplies Don’t Come From War Zones

Apple said that it had confirmed that its suppliers did not use tantalum, a type of metal commonly used in electronics, containing minerals from areas engaged in warfare.
