National Review has an actually interesting report
by Kevin Williamson on the state of Appalachia, providing a valuable
portrait of the region’s woes — plus an account of how people turn food
stamps fungible by converting them into soda. But the piece also has a
moral: the big problem, it argues, is the way government aid creates
dependency. It’s the Paul Ryan notion of the safety net as a “hammock” that makes life too easy for the poor.
But do the facts about Appalachia actually support this view? No, they don’t. Indeed, even the facts presented in the article don’t support it.
Williamson dismisses suggestions that economic factors might be driving social collapse:

And what would they do if they didn’t have food stamps? Williamson is too good a reporter to argue that people could find jobs in eastern Kentucky if only they really wanted to work. Instead, he implicitly argues that the “dole” fosters dependency by allowing people to stay in their home counties rather than going someplace else. Maybe — but as he also notes, many people are leaving. Indeed, they’ve been leaving in droves:
So the moral hazard doesn’t look that severe. Mainly this looks like a
story of what happens when a region faces a drastic loss of economic
opportunity.
Oh, and about the soda: things like that will happen when you try to provide aid in kind to very poor people. Give an only moderately poor person food stamps, and she’ll probably be willing to use all of it on food. Give a very poor person, with hardly any other source of income, food stamps and she’ll try to convert part of it into cash to be spent on other things. This doesn’t say that they’re getting too much help; it just says that they’re pretty desperate across the board, not just in their food budget.
Back to the broader issue: My take on Williamson’s report (like my take on Charles Murray’s recent book) is that it basically says that William Julius Wilson was right. Wilson famously argued that the social troubles of urban blacks emerged, not because there was something inherently wrong with their culture, but because job opportunities in inner cities dried up. Sure enough, when the God-fearing (and definitely white) people of Appalachia face a loss of employment opportunity, their region turns into what Williamson calls the Great White Ghetto.
And this in turn says that the problem isn’t that we’re becoming a nation of takers; it’s the fact that we’re becoming a nation that doesn’t offer enough economic opportunity to the bottom half, or maybe even the bottom 80 percent, of its citizens."

The Raleigh Experiment
North Carolina is an interesting place
these days, and I mean that in the worst possible way. It’s a southern
state, but one with a major technology complex, growing foreign
investment, and what seemed until recently to be a moderating,
increasingly sophisticated political culture. But then came the
Republican wave of 2010, and NC was taken over by right-wing radicals,
who have — among other things — taken the nation’s hardest line in
cutting benefits to the unemployed.
So how’s it going? Not well. Others have taken this issue on before me, notably Evan Soltas here and here, but I wanted to put up my own version for future reference.
The idea behind cutting benefits is that we are “paying people to be unemployed”, and that tough love will force them to go out and create jobs. It’s never explained exactly how greater desperation on the part of the unemployed will, in fact, lead to higher overall employment. Still, you could imagine that an individual state might gain some competitive advantage against other states by cutting wages. What you actually see in North Carolina, however, is nothing — employment growth tracked the national average both before and after the benefit cuts:
The unemployment rate did fall — but this was due to a large drop in
the labor force, as the number of people looking for work fell. Why?
Well, a likely explanation is that some of the unemployed continued to
search for work, and were therefore counted in the labor force, despite
low prospects of finding a job in a depressed economy, because such
search is a requirement for those collecting benefits. Take away the
benefits, and they drop out. Now, labor force participation has fallen
nationally as well as in North Carolina, and the state’s labor force
began dropping before the benefit cuts, so that the case for claiming
that reduced benefits actually reduced job search isn’t ironclad. Still,
it’s worth emphasizing just how extraordinary the changes have been.
North Carolina’s labor force drop has been much larger than the national
change:
And it has also been unprecedented in historical terms. There’s been
nothing like the recent North Carolina decline — taking place at a time
of modest recovery, not recession — in the state’s previous history:
Again, if there were anything to the theory that cutting unemployment
benefits encourages job search and somehow translates into higher
employment even in a slump, harsh policies should work better at the
state than at the national level. But there is no sign at all that North
Carolina’s harshness has done anything except make the lives of the
unemployed even more miserable."

Bird Flu Cited by Officials in Death in Canada

In the first known fatality from the illness in North America, a
person died in Alberta this month, two days after returning from China,
Canada’s health minister said.

"The minister, Rona Ambrose, and several public health officials,
insisted that the death was an isolated case and posed little or no risk
to the general public. They said that the victim did not appear to have
contracted the H5N1 virus from human contact during a trip to Beijing

Alberta."
