While a recent article by Angelina Jolie about
her mastectomy and reconstruction raised awareness, it may have left the
impression that the surgeries are quick and easy procedures, some
doctors fear.

Surgery and Surgeons;
Surgeons are very risk averse.
If there is a family history of elevated risk there is reason to get the genetic tests.
Reconstruction is never completely successful.
It is often only better than the ruin left by the first surgery.

the enormous backlog of applications for a caregiving benefit,

We have to assume that the congress that wrote the benefit understood exactly what they intended.
Disability payments have been manipulated from the beginning.
The solution is to issue the benefit to the qualified. There is no real need to pinch pennies. The assets in question are not sufficient to pay for the necessary care. If the process were not so Procrustean there would be no need and no place for the "Poachers".

David Brooks confuses cause and effect and reasons from opinion rather than from observed facts. I doubt anything is caused by "Moral Decay".
The breakup of social organization we observe is probably an effect of the sales effort around mass media and social networking. Watching the screen is not a social act.

When we can sequence 20,000 genes for $1,000, why should it cost nearly $4,000 to analyze just two?

Patents on natural phenomena should not be permitted. That would end several problems.
These patents have at best a few more years to run. Patents have limited lives for just this reason.
I would have to read the patent document very carefully.
I do not see how a patent could prevent testing for the existence of a gene or genes. A specific method of testing might be patented. Other test protocols are possible.
It occurs to me that computers are very good at sorting data. An individuals genome can be sequenced for about a thousand dollars. The data file can then be searched for these faulty sequences. It is just word search.
