I think internet sales taxes are a vision in the eyes of small business.

Jay Goltz figures his business strangely. If his business declines ten percent
then his cost of goods declines ten percent. His fixed costs may or may not decline. Rent, heat, light and staff probably will not decline. His profit declines but not by ten percent of his gross.
Customer service includes immediacy and scale of sales.
On line sales have time costs and minimum purchase costs.
