This reminds me of the saying "when you find yourself in a hole, the first thing you should do is stop digging". Forget about housing values for awhile and stop taxing work and investing in oneself as if its a pack of cigarettes.

The taxes on work, investing in oneself, and tobacco are quite flat under present policy. This is known as a regressive tax. I think what you are asking for is a progressive tax. I approve of those. They will go far toward fixing our problems. Our other problem is the location of the knee in the hockey stick.
