First build the escape road to the foothill site.
The road need be nothing more than a draining gravel path capable of carrying trucks.
It is an escape rout that will be needed.
Second: build emergency shelter at the foothill site.
It can eventually serve as school and other public space.
Third: build an airstrip at the foothill site.
Fourth: see to water and sewage and fuel.
Emergencies will then be survivable.
Winter boat storage, permanent power and other amenities
can come later.
