A whistle blower is in an anomalous position.
When a case is brought it must be resolved if the whistle blower is to stay employed.
Less than total resolution will destroy the whistle blower.

The nation will need to reestablish the presumption of innocence.
Drug addiction must be known to be a chronic disease.
