The truck was carrying Takata airbag inflaters and ammonium nitrate, the propellant used in them, when it crashed and exploded in Texas.

It is interesting that the drivers survived.
The truck crashed.
The drivers ran.
The trailer blew up.
The rest of the report is noise.

There was a time between the crash and the explosion sufficient to allow the drivers to escape.
