Legacy of a South Korean Ferry Sinking

A year after a South Korean ferry sank, killing more than 300 people, numerous government regulatory changes are taking effect — and drawing some criticism.

Most of this is "blame the victim".
Park Geun-hye has done everything she should and more.
Political opposition to her has not allowed resolution of the disaster.
The Sewol was not a safe design as modified.  It was not operated in a safe condition.
These problems appear to be corrected.
The "White Water" type persecution will continue.
