In Hawaii, where 12 percent of the homes have solar panels,
handling the surplus power is putting pressure on the state’s biggest
utility, which is fighting to reduce what it pays for the energy.
Solar Energy; Electric Light and Power; States (US)
The utility has a point. The customers also have points.
The way to do it is to leave the utility out of the picture.
That means batteries and all the associated problems.

The point is to cut water usage. This program does that.
Much more draconian measures could be applied.
I could easily devise a combination meter and valve that would turn off the water after a set volume. A clock could reset the meter for the next day.
The volume could be set at twenty gallons a day per person.
