California Releases Revised Water Consumption Rules

State regulators took their second crack at a draft of community-by-community water reduction rules intended to cut urban potable water use by 25 percent statewide.

The point is to cut water usage. This program does that.
Much more draconian measures could be applied.
I could easily devise a combination meter and valve that would turn off the water after a set volume.  A clock could reset the meter for the next day.
The volume could be set at twenty gallons a day per person.

"The justice system plan announced this week by Mr. de Blasio and Judge Lippman calls for judges to prioritize the cases of the 1,500 or so people who have been held for more than a year without being convicted. The goal is to resolve half of those cases within six months. Cases that cannot be disposed of by plea bargain will be assigned a fixed trial date.
For this to work, corrections officials need to get inmates to court at the appointed time and police officers need to show up in court on time. Instead of seeking adjournments and delays, defense attorneys and prosecutors must be prepared and ready to proceed."

The proposed fix should not be applied.
Getting the stale cases out of the system is proper.
A prompt trial is a right.
Good policing is expensive.
