The Metropolitan Transportation Authority presented two plans for more expensive pay-per-ride MetroCards.

The MTA is not required to make a profit.
The fare is excessive. Private van services survive.
The fare is excessively low. Ridership is going up.
The system is publicly owned. The City should pay as it promised.
