Someone with skills and access to the password wiped the phone.
I assume they called Apple or their phone company to end the account.
Corporate procedure would wipe the contents with the service.

The police were negligent in not using a Faraday cage to hold the phone.
This is probably a prosecutorial error.

The tool does what the article says it does.  it detaches a phone number from an apple device.
There are doubtless  other software tools for other purposes.  The Apple help line or an Apple expert are ones best resource.  
I own no Apple hardware.
