Costs, Benefits and Masterpieces in Detroit

In deciding the fate of its famous artworks, Detroit is facing a classic question of economic tradeoffs.
Local Government; Bankruptcies; Economics (Theory and Philosophy)

Let us add a few knowns to this set of hypotheticals.
Much of the work is entailed.  It may not be sold but must be returned to the former owners if continued museum ownership is not possible.  An attempted sale of the collection would yield perhaps ten percent of estimates.  Almost enough to cover commissions.
The Detroit Institute is thus a white elephant.  As long as the city remains it is best as it is, an urban jewel.
