Tech managers are driven by the bottom line their accountants deliver.
They have been trained in male dominated classes where
women are viewed as distractions from the business at hand.
In many cases STEM programs are seen as reducing entry level wages.
The managers have no interest in further destabilizing their
already unstable home lives.
Research is contracted out.  Development is done in house.
Customer service looks like a good entry rout for women job seekers.  It can be highly technical though often individuals problems are trivial.  Most of the problems are separating the trivial from the difficult.  RTFM is not an allowed answer.
Not all problems are between the user's ears.
