A human rights lawsuit over a 2008 attack in Haiti, a mysterious death and a decade-old killing cast a light on the government’s culture of impunity.

"The federal lawsuit is based on the 1991 Torture Victim Protection Act, which allows victims of human rights abuses overseas to seek compensation for their injuries from people who were acting in an official capacity. But the victims also want Mr. Viliena, who has said he is innocent, to be tried in Haiti on the charges involving the raid."

Standing remains a problem.

Rudy Giuliani Was Hired to Negotiate Iran Sanctions Case, Letters Suggest

Letters to the judge from both sides indicate that Mr. Giuliani was retained to work out a resolution with officials at higher levels than the prosecutor overseeing the case.

Mr. Zarrab appears to be trying to buy his way out of trouble.
If he succeeds I will not be happy.
