Japan, Norway and two foundations have pledged money to devise a strategy to speed up the international response to viral threats.

It is a start.  
Epidemics are a world problem.
They should be a domain of a world government.
Such a government does not exist.
World government will be resisted by all functioning national governments.
The surrender of sovereignty would be intolerable.

The U.S. has not dealt with the sovereignty problems of the several states.
The Civil War continues.
