Regarding the education of women as a way to limit population, I guess if a person who is earning a Ph.D. is apparently too clueless to understand reproduction and control her actions (based on the information in Comment #12) -- perhaps there are some people who just don't respond to education.

There certainly are. However being literate is a great aid in reading instructions.
