The act is a great comfort. The CBO report was written by a comity that is half Republicans. If it suggests that it might be questionable, I would ask for the error bars and a description of the possible errors.

The reasoning of the act is the best our representatives could do. If it is bad, it is your responsibility to replace them at your next election. If things are as these polls indicate, that will be trivially easy. Then you can worry.
