To a nation state borrowing in its own currency money is a fiction.
To the states of the United States money is real.
The Federal Reserve is necessary as the lender of last resort to keep the states solvent.
Federal debt limits are cruel to borrowers and they are unnecessary.

Scotland uses the Pound Sterling.
It cannot break with Britain without going broke.
