Midtown is probably overbuilt.  There is a relation between storefronts and population that has a narrow range.  There must be lunch counters, news agents, bars and gyms as well as other shared amenities to deal with the daily pulses of workers.  If the storefronts are missing the area becomes sterile.  It loses the urban culture and becomes a suburban office park.
