Two things here.
If a power exists it will be abused.  
The U.S. uses the internet to communicate with its drones.
On abuse consider the rate for SMS.
On drones there are powers very interested in destroying the capability.
Though the US whines bitterly about anonymity and encryption these are very important to us.
