India’s best and brightest know there is more money and prestige in writing software than in civil engineering.

The real problem is the civil service will not settle for those who can't work in software.

Their alternative is to pay more than the software houses or outsource like the rest of the world.

The US has a surplus of civil engineering talent. West Point teaches military which includes civil. We are about to reduce our army.
