A hodgepodge of oversight agencies granted exceptions to rules, allowed risks to accumulate and made a disaster more likely on the Deepwater Horizon rig.

Maritime law is clear on this subject. The Captain of a vessel is Captain under God. He is responsible for safety and operation of the vessel. He is, as a hireling, subject to the orders of the vessel's owners. In this case the lessor, BP, was an owner. The well is owned by BP. The vessel was in international waters. The applicable regulations are those of the flag nation. The well is in the US exclusive zone. US regulatons apply administered by MMS. MMS is corrupt. BP is responsible, in part, for that corruption. BP is crimminally liable for the accident.

It might be good to check that MMS is civil service.
